Generic MIDI Dials Display
What file I can edit to make the display for the generic dials look like at the bottom? Or how can I find the file for a horizontal bar in the plugin folder?

You can't do that.
The horizontal bar is not a file; it's an object in the Stream Deck software.
The display layout is an object in the plugin tightly connected to the code; you can't change it in any other way than by editing the plugin options in the Stream Deck editor.

This is the solution I got. Just change the icon size from 41 x 40 instead of 144 x 144 pixels.
At first, I thought you can only put a small portion of the picture at the top. That's why it's so small then I tried a small pixel icon and It's close to the design I want.

The image you show is one of the default layouts in Stream Deck. I can use it, but I don't.
Every new alternative I enable makes the plugin and the editor layout more complex; believe it or not, I'm trying to keep things as lightweight as possible.
Using the plugin today, you can achieve a display similar to what you show; why isn't that sufficient?
