Activate Pre Roll
I have used your Stream Deck controller in Cubase Pro 12 and successfully now have for example metronome toggling and showing "value on" and "value off". This allows two different icons which mirror the Cubase transport state perfectly. This is because it is using parameter mapping.
Now I am trying to do the same with "activate pre roll" but assume because it is a key command it will not emulate the Cubase "pre roll" icon on the transport bar.
Is there a way to determine or setup parameter mapping for "activate pre roll"

You can configure it in the Generic Remote to get bidirectional commands:
It is probably available in the new MIDI Remote as well, but I haven't looked at that.

How do I configure this please.
Currently if I look at Generic Remote and Generic Remote 2 in Cubase both have the same entries address 1 to 29. Your image shows the Pre Roll address as 126. If the above configuration data is solved will this then enable the extra entries ?

What I happened to have in my Generic Remote at the time is not important; you only need to look at the highlighted lines.
I assume that you have imported the Generic Remote template from the plugin folder. In that case, you don't need to add another Generic Remote; you can just add the lines I have marked in the image to the Generic Remote you already have.
Click the Add button and then scroll to the end of the upper list to find a copy of the Play command (or whatever command you had selected when you clicked Add).
Change that Play line to what is shown in my image. You can set whatever name you want, and the "Address" can be anything that is not already used by another entry - you can set 30 since that is the following free number in your list.
Once that is done - scroll to the end of the lower list and change to what is shown in my image.
Done.

I spoke too soon. Cannot configure "Count In" using same method as above. There is a Value/Action" titled "precountOn" this does not work. Any ideas.

OK had it named as Activate Count In as per transport bar. Changed it to Precount as you had and it then was controlling my second fader !!
Changed address to 126 and all is good.
So the "Control Name" matters and all addresses are not necessarily vacant.

Control name does not matter in any other way than that it must be unique (within the Generic Remote).
Addresses are vacant as long as no other entry in the Generic Remote has the same address, AND there is nothing else in the configuration that triggers on the same port/channel/address combination.
If you have another Generic Remote listening on the same midi port, channel, and address, it will trigger.
If you have a Mackie Control device listening on the same midi port, it will trigger.

Hit a new challenge. I have successfully setup a midi Stream Deck button to activate the draw (pencil) tool. Cubase responds to the midi command and the draw tool is highlighted.
When I now select another tool (e.g. object tool)using either Stream Deck or Cubase window, Cubase correctly switches to object tool. The draw tool in Cubase is no longer illuminated. However in Stream Deck the draw tool is still illuminated as if it were on. It seems there is no midi command sent to tell Stream Deck it is off. In generic remote it is set as R.T.R. Is this correct please.

I guess that you in the Generic Remote have selected Command - Tool - Draw Tool.
Everything under the Command "device" in the Generic Remote is key commands (so you can trigger key commands using Midi). Cubase has no output for key commands, so regardless of how you configure the TR flags in the Generic Remote, you will never get any response from Cubase.
