loopmidi not showing in stream deck or midi application

Hello.

I love this software  I have created a whole mapping for SoundSwitch Software for my DJ lighting. Love it! I did all my testing and created it all on my desktop pc. 

Now I wanted to move it to my laptop. 

I installed loopmidi, created all the identical ports. Installed streamdeck software, installed all the same addons and restored from a back up

with loop midi running, i open streamdeck and when i attempt to add another note, it does not show any of the ports in loopmidi available. 

Is there a firewall setting I should change or something?

Please help. Doing a big party for my family for new years and have put a couple weeks work into this
