Instead of Dial rotate while pressed action. Why not make a toggle where we can set a different Control Change?

I don't understand what you mean by that; please give some examples of how you suggest it would work.

 You can already do this with the Native Dial Stack feature of Streamdeck.

I think I understand somehow OP's suggestion, the rotate dial would allow to change the midi cc used for the main dial.
Another idea could be that the dial press allows to switch between a subset of cc values (like 1-2-3-4).

YES, something like this, in addition, it also activates the dial-pressed action while toggling for the cc values. I kinda got this idea through wave link control where if you pressed the dial it changes the control of the volume knob and vice versa. But I want to apply it to Voicemeeter.

I agree with @arbibarbarona; you can do this with native Dial Stack features.
